ABOUT

After a PhD in Chemical Engineering at MIT, I spent 25 years with Shell in roles located in Amsterdam (research), The Hague (refinery support), Bintulu (Malaysia; operations), Rouen (France; research again), London (technical analyst to the lubricants business) and Stanlow, near Chester (UK; refinery operations, projects and process safety). My last role with Shell was as Process Safety Manager at Shell's Stanlow refinery.

During that time I was part of, and for two years chaired, the UK Petroleum Industry Association's (UKPIA's) Process Safety Leadership Network, the main interface between the sector and the regulators. This also included active involvement in working groups covering Human Factors, Buncefield follow-up and environmental risk assessments, providing extensive experience working directly to the “Competent Authority” of the HSE and the Environment Agency to demonstrate that the residual risks from major hazards in the refinery have been reduced to ALARP.

For the subsequent 7 years I was employed by ABS Group providing process safety consulting and training services to Shell, the US Bureau of Safety and Environmental Enforcement, the Chemical Safety Board (CSB), Kuwait Petroleum Corporation (KPC), Syngenta, Takreer, Valero, Wood Group, Calor, Slovnaft, Hexcel, Evonik, Merck, GKN, Johnson Matthey and SBM Offshore amongst others. I was also an active member of the committee writing the CCPS/EI concept book on Bow Ties in Risk Management and has presented papers at conferences organized by IChemE and AIChE and author of the CCPS/EI bowtie on Covid-19.

CCPS

One of the key, active members of the committee for the CCPS-Energy Institute concept book on Bow Ties in Risk Management (2015-2018).

 

Activities for clients (in previous roles)

Developing/building/ reviewing bowties,

 

Expert witness regarding UK accident: major accident (4 fatalities)

 

Chaired the UK guidance for “Other Products in Scope”, i.e. requirements for fuels and components that could create Buncefield-like vapour cloud explosions and

UKPIA’s “Operator in a SIL-1 loop” human factors prerequisites and guidance.
